Project Overview
Adams County has finalized the negotiation of a Pre-Development Agreement (PDA) with an organization called Altitude-X to enter into a Pre-Development Phase lasting 18 months to assess, investigate and educate what is intended to be a Public Private Partnership in the form of a Master Development Agreement (MDA).
Why it matters?
CASP is currently not a self-sufficient enterprise fund within Adams County and CASP must continue to development and grow to achieve self-sufficiency. Because capital funds are scarce, there is significant potential for a P3 to provide private investment and development at CASP which will allow CASP to grow and generate more revenue for decades to come.
